authoritarianism and corruption
by Congressman Juan Carlos Vega
To exit the decline we banish from our practices the living light that we have with the authoritarianism and corruption.
Two hundred years as a country deserve more than tributes and flowers. We believe that the Bicentennial is a historic opportunity to reflect on the real causes of our decline as a country. Not for the purpose of pleasure in the pain of loss, but to design a different and better country.
The decline of our country has a specific historical date. In 1930, Argentina falls from 20-century modernity. Falls in economic terms, but especially in the institutional and cultural. There was the germ of state terrorism, the bloodiest in America America. There was the germ of our long political instability and culture of illegality and, therefore, the seeds of uncertainty. There was brewing the sovereign debt default in 2001, also the largest in the 20 century.
Only with honest and gritty historical diagnosis of our past, we look to the future and try to design a new model for the country. But that diagnosis of faults and failures must be accepted by society.
Genocide and corrupt. The Argentines must assume that our social behavior have allowed genocide and corrupt rule us for most of the 20 century. The corrupt and authoritarian unchanged never for the simple reason they do not want change. With corruption and authoritarianism is earned.
History shows that countries with the worst crisis that dared to confront our historical mistakes and were able to overcome them and escape processes of dissolution and decay. Was the case in France, when moving from IV to V Republic. This was the case in Spain after 30 years of Franco, when he joined the European Union. This was the case of Germany and Japan that, defeated in World War II, became leaders of the world 40 years later.
The decline is signs:
cultural authoritarianism that leads us to see different as an enemy. The dialectic friend and enemy of acquittal / conviction are installed in the collective unconscious and generate blindness and concealment, and clear difficulties to reconcile and respect others. There is no social peace authoritarian cultures.
A light live with corruption. It is the tendency to believe that the lively Creole is a virtue. Forgive theft by way of success and argue that corruption is successfully cleared the second egg of the snake. We understand that authoritarianism and corruption, beyond being vices and virtues not only benefit the rich and powerful, never the poor.
Corruption is a crime of power (Political and economic) and she needs to survive, authoritarianism and lawlessness. This is the serpent's egg of the decline in Argentina and has a clear and specific historical matrix, which is the coup of 1930. But it should be known, and this is what must change in Argentina's history, that much more important than the coup itself, was the doctrine of the Supreme Court of Justice on the legal continuity of statehood. That doctrine, which legalizes the first military coup in the 20 th century, going far beyond the cultural. Justice legalized force as a standard value of legal and social order. And that legalization of force by the law of Argentina is the matrix hell of decline in Argentina. This matrix led us to believe that the problem was economic, that the authoritarian military were efficient and that democracies were weak and did not guarantee anything.
In the 21 st century, the wealth of nations does not pass through the wealth of land or underground, or by the might of arms but by the richness of its institutions.
Just look at the map of the 21 century to realize that there is no such country any weight on the international stage and quality of life of its inhabitants lacking strong institutions of independent powers and impartial legal controls.
not enter the First World through increased domestic product (GDP) or through the surpluses of the balance of payments or trade, or the growth of Central Bank reserves. Today, oil riches, mining, agricultural or military in any way guarantee sustainable growth of GDP and even less in income distributional quality.
countries grow economically and equitably distributing wealth societies only if they are solid and reliable institutions by society.
In Argentina, to enter the club of the First World, we must begin to re-legitimize the power of the State socially. A power devalued, which was first used in bringing the terror and then to protect corruption. A model again requiring recovery of the legitimacy of state power.
understand that democracy rather than a choice of rulers by the ruled is a system of respect for the different values. This is the first step out of decline. That should be the first challenge of the Bicentennial.
And to do so, we must banish from our cultural practices that have the light as Argentines living with authoritarianism and corruption.
